Prohibits the release of stored water from reservoirs owned and operated by the United States in California if the release is done under false pretenses

Defines "false pretenses" as a release of water that is knowingly, designedly, and intentionally made under false or fraudulent representation regarding the purpose and intended use of the water

Authorizes the State Water Resources Control Board or the Attorney General to bring an action for injunctive relief (temporary restraining order, preliminary injunction, or permanent injunction) against violations

Expands the scope of existing criminal penalties for violations of dam and reservoir regulations to include the new prohibition on false pretense water releases
