Prohibits the manufacture, distribution, sale, or offering for sale of food packaging containing intentionally added bisphenols or ortho-phthalates in California starting January 1, 2027

Requires the Department of Toxic Substances Control, subject to legislative appropriation, to establish threshold limits for non-intentionally added bisphenols and ortho-phthalates in food packaging

Bans food packaging containing bisphenols or ortho-phthalates at or above the department's threshold no sooner than one year after regulations are adopted

Authorizes the department to set stricter standards and to regulate tetramethyl bisphenol F (TMBPF) if it determines it poses significant health risks

Establishes civil or administrative penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations, enforceable by the Department of Toxic Substances Control or Attorney General
