Exempts individuals from the prohibition against possessing more than one driver's license if they hold both a digital driver's license (issued under the DMV's pilot program) and a physical driver's license

Removes the July 1, 2026 sunset date that was in the previous version, making the exemption permanent rather than temporary

Amends Section 12511 of the Vehicle Code to allow simultaneous possession of digital and physical licenses without penalty

Requires no state appropriation and has no fiscal impact on state or local programs
