Counties must immediately restore eligibility for recipients whose benefits were discontinued if they attest to being impacted by the emergency, without requiring additional verification

State departments must implement eligibility protections through automated programming that pauses discontinuances and negative actions, with notifications sent to recipients by mail, text, or phone about continued eligibility and deadline changes
