Expands the Voter Bill of Rights to explicitly inform voters they can request a replacement ballot if they do not have their ballot or if their ballot has been damaged, in addition to the existing right to get a new ballot after making a mistake

Changes terminology in the Voter Bill of Rights from "cast" to "submitted" regarding when voters can request a replacement ballot after making a mistake

Requires the updated Voter Bill of Rights to be printed in the state voter information guide and on posters provided to each precinct

Does not require an appropriation and has no local program mandate, though it does require fiscal committee review
