Requires the Department of Housing and Community Development to create finance plans by January 1, 2028, to solve homelessness and housing unaffordability, developed in collaboration with housing advocates, nonprofit developers, county agencies, and people with lived experience of homelessness

Mandates statewide performance metrics tracking reductions in individuals experiencing homelessness, length of homelessness, returns to homelessness, and racial/ethnic disparities in housing access

Requires the California Housing and Homelessness Agency to report to the Legislature by October 1, 2028, on the finance plans and performance metrics, and publish goals and progress updates on its website

Notes that over 339,000 Californians experienced homelessness in 2024, with more than 1,000,000 extremely low income households paying over half their income in rent

Amended version removes provisions that would have created a California Housing Justice Fund requiring ongoing annual legislative appropriations to fund affordable housing development and homelessness solutions
