Appropriates $208,800,000 annually from the General Fund for fiscal years 2025-26 through 2028-29 for the Juvenile Justice Realignment Block Grant program, with a new county distribution formula phasing in factors based on youth adjudicated for serious offenses and transfers to less restrictive programs

Prohibits counties from allocating juvenile justice block grant funds to any juvenile hall, camp, ranch, or secure youth treatment facility that was found unsuitable for youth confinement during the prior fiscal year while still confining youth

Requires counties to provide CalWORKs and CalFresh recipients with prepopulated semiannual report forms (rather than blank forms), delivered via mail or electronically at the recipient's choice, with final policy guidance due by August 15, 2025

Beginning July 1, 2026, counties must pay 100% of lost federal Community First Choice Option funding if the state loses enhanced federal financial participation due to untimely IHSS case reassessments (split 50/50 between state and county for 2025-26)

Authorizes Adoption Assistance Program payments for children placed in out-of-state residential treatment facilities when at least one adoptive parent resides in that state, limited to 12 months plus 60 days for transition, with rate caps based on in-state short-term residential therapeutic program rates
