Allows landlords to voluntarily request an inspection from state or local enforcement agencies to verify a rental dwelling unit meets habitability standards before making it available to tenants

Creates a presumption that if an inspection shows no habitability violations, the dwelling unit meets habitability requirements for an unspecified number of years (to be determined)

Gives landlords an unspecified number of days (to be determined) to cure or correct any dilapidations reported by tenants during the presumption period, during which the landlord cannot be deemed in violation of habitability requirements

Authorizes local agencies to charge landlords a fee to cover the cost of performing voluntary inspections

Does not require state reimbursement to local agencies because they can levy fees to cover the mandated services
