Prohibits a majority of HOA board directors from using any communications outside authorized meetings to discuss, deliberate, or take action on board business, except in emergencies

Mandates that audio or audio/video recordings of open board meetings be treated as association records and made available to members on the same basis as written minutes

Requires HOAs involved in litigation to notify members through the annual budget report, with members able to request the court name and case number

Establishes that meeting minutes must be provided at no charge when distributed electronically, and specifies required contents including date, time, location, meeting type, directors present/absent, and whether proper notice was given
