Caps fees that second-line business partners (companies receiving DMV data through first-line service providers) can charge customers for vehicle registration renewals processed on their websites to no more than what first-line service providers may charge

Requires all qualified second-line business partners to prominently display a working link to the DMV website with a statement informing consumers they can obtain services directly from the DMV at no additional cost

Maintains existing authority for the DMV director to establish maximum fees for private industry partners, with annual adjustments based on the California Consumer Price Index

Applies to the DMV's electronic programs that allow private industry partners to process vehicle registration and titling transactions
