Requires child abuse or neglect reports for children in protective custody to be sent within 36 hours to attorneys representing parents or legal guardians in dependency court, in addition to the child's attorney

Exempts parents whose parental rights have been terminated or who are not entitled to reunification services from receiving these reports

Mandates agencies redact all personal identifying information about persons other than the child from reports sent to parent/guardian attorneys

Requires reports of suspected abuse or neglect occurring in foster care, congregate care, short-term residential therapeutic programs, or relative placements to be sent to all attorneys representing children with open dependency cases in that placement, with all identifying information redacted

Provides that state funding must be allocated for increased local agency costs before the mandate applies to local agencies
