Requires the State Department of Public Health to update regulations in Section 70435(b)(2) of Title 22 of the California Code of Regulations by January 1, 2029

The regulatory update must reflect current professional standards of care relating to extracorporeal bypass surgery (heart surgery requiring external blood circulation)

Current regulations require a minimum of 3 surgeons on the surgical team for cardiovascular procedures requiring extracorporeal bypass

Earlier versions of the bill would have reduced the surgical team requirement to one surgeon plus two physician's assistants or registered nurses, but this provision was removed in the May 1, 2025 amendment
