Changes prevailing wage rate updates from quarterly to semiannual periods, effective July 1, 2027, with new rates applying to public works contracts awarded or published for bidding after that date

Allows contractors, awarding bodies, or worker representatives to file a verified petition within 20 days to challenge a wage rate determination, with the Director of Industrial Relations required to investigate and issue a final decision within 20 days

Director's wage determinations become effective 10 days after issuance and remain in effect until modified, rescinded, or superseded

Exempts affordable housing projects where 100% of units (excluding managers' units) are deed-restricted or subject to regulatory agreements for low or moderate income households

Maintains the existing quarterly update system for exempt affordable housing projects, with wage changes not applying to contracts already awarded or published for bidding
