Requires the Office of Emergency Services (OES) to convene biennial tabletop exercises where government agencies, educational entities, military installations, private businesses, and nonprofits evaluate emergency preparedness plans under simulated catastrophic disaster scenarios

Tabletop exercises must be based on existing catastrophic disaster response plans including the Northern California Flood Plan (2018), Bay Area Earthquake Plan (2016), Cascadia Subduction Zone Plan (2013), and Southern California Earthquake Plan (2010)

OES must report on each tabletop exercise to legislative budget committees and emergency management committees by February 1, 2028, and biennially thereafter

Requires OES to coordinate annually with California Volunteers and local Community Emergency Response Team (CERT) programs to conduct disaster preparedness training in vulnerable regions identified using FEMA's National Risk Index

Training events must include testing of community emergency notification systems, with priority given to communities that experienced past challenges with emergency alerts or evacuation warnings during recent wildfires
