Establishes the California Legislative Staff Education Loan Repayment Program to provide up to $50,000 in student loan repayment for full-time legislative staffers in the Assembly or Senate, disbursed in equal monthly installments over 20 years

Requires applicants to have worked full-time for a minimum of 12 continuous months, with their supervisor or manager attesting under penalty of perjury that they are in good standing with their employer

Creates the California Legislative Staff Education Loan Repayment Fund to accept donations, with the Student Aid Commission authorized to administer the program using no more than 5% of funds for administrative costs

Employees who leave before receiving the full repayment amount forfeit any remaining balance; after 12 months of employment, applicants may apply retroactively for installments covering months 6-12

Requires the Commission to monitor for fraud, report annually to the Legislature on program participation and funding needs, and makes the program contingent upon appropriation in the Budget Act
