Requires the Department of Developmental Services to review, assess, and map all existing and pending quality, performance, and outcome measures used in California's developmental services system by July 1, 2026

Mandates the department to convene a stakeholder workgroup by January 1, 2027 to develop uniform quality and performance measures, a tracking mechanism for consistency and equity, and performance indicators with benchmarks for regional centers

Establishes a framework for regional center accountability, including probation and corrective action requirements for centers failing to meet minimum performance benchmarks, with technical assistance and governing board participation required

Requires a report to the Legislature by January 1, 2028 on the data, methodology, and implementation progress of the new quality and outcome measures

Mandates that new measures be incorporated into any replacement statewide IT system and comply with federal home- and community-based settings rules while being grounded in evidence-based practices
