Increases the transitional kindergarten add-on funding from $2,813 to $5,545 per pupil beginning with the 2025–26 fiscal year, with annual inflation adjustments starting in 2026–27

Appropriates $378,650,000 from the General Fund to the Learning Recovery Emergency Fund for allocation to local educational agencies operating in the 2025–26 fiscal year

Appropriates $200,000,000 from the General Fund for literacy instruction professional development training for certificated and classified staff from 2026–27 through 2029–30

Establishes the Student Teacher Stipend Program with $300,000,000 appropriated to provide $10,000 stipends to credential candidates completing 500 or more hours of student teaching

Lowers the Expanded Learning Opportunities Program unduplicated pupil percentage threshold from 75% to 55% and doubles minimum funding from $50,000 to $100,000 per local educational agency beginning with the 2025–26 school year
