Authorizes the University of California to establish programs for acquiring, constructing, rehabilitating, and preserving affordable rental housing for UC faculty and employees facing challenges securing affordable housing

Allows UC campuses to restrict occupancy of housing developments to UC faculty and employees, while permitting local public employees or other members of the public to occupy units subject to applicable laws

Creates state policy supporting UC faculty/employee housing under Section 42(g)(9) of the Internal Revenue Code, enabling UC and developers receiving state/local funds or tax credits for affordable housing to restrict occupancy on UC-owned land or auxiliary enterprise land

Defines "affordable rental housing" as developments with a majority of rents restricted to levels affordable to low or moderate income persons and families

Extends housing program authority already available to K-12 school districts and California State University to the University of California system
