Requires state agencies to assess the cost of living impacts on California residents (including housing, transportation, food, taxes, and health care) before adopting, amending, or repealing regulations

Adds "cost of living impacts on residents of the state" as a new standard the Office of Administrative Law (OAL) must use when reviewing proposed regulations

Mandates OAL to conduct independent analysis of agencies' economic assessments and identify ways to reduce regulatory costs if cost of living impacts are found to be significant

Requires OAL to return regulations to the adopting agency if it determines the cost of living impacts are significant, and agencies must pursue less costly alternatives or explain why such alternatives are infeasible

Extends the OAL review period for major regulations from 30 to 60 working days and requires OAL to adopt a standardized cost of living methodology for all agencies to use
