Requires contractors seeking California State University design-build contracts to commit to using a skilled and trained workforce for all apprenticeable building and construction trades work, including subcontractors at every tier

Prohibits contractors from being prequalified, shortlisted, or awarded CSU contracts without this enforceable workforce commitment

Exempts projects covered by a project labor agreement (PLA) that already requires a skilled and trained workforce, or PLAs entered into or renewed before January 1, 2027

Exempts housing development projects, including dormitories, from the skilled and trained workforce requirement

Amends Section 10708 of the Public Contract Code governing CSU competitive bidding for design-build projects
