Authorizes the Natural Resources Agency to provide a noncompetitive grant to a nonprofit organization to plan, construct, and maintain a Holocaust victims and survivors memorial at Exposition Park in Los Angeles

Expands the Bay Fill Clean-Up and Abatement Fund to cover enforcement activities and supporting technology, services, programs, and personnel for the San Francisco Bay Conservation and Development Commission

Modifies the underground storage tank loan and grant program to cover tanks required to be permanently closed by December 31, 2025, with reimbursement for removal costs through January 1, 2026 and replacement costs through January 1, 2027

Requires CAL-FIRE, subject to appropriation, to hire sufficient permanent firefighting personnel to increase base period hand crew staffing levels while maintaining ability to hire seasonal firefighters for emergencies

Increases the maximum Highway Users Tax Account appropriation for state park highway maintenance from $3.4 million to $12 million annually, and authorizes the Department of Water Resources to enter outcome-based contracts for habitat restoration projects
