Allows voters to cast their vote by mail ballot in person at the elections official's office or satellite locations starting 29 days before election day, rather than only at the elections official's office

Requires counties that do not conduct all-mailed ballot elections to provide at least one early voting location on the Saturday before statewide elections, open for a minimum of 6 hours

Early voting locations must allow voters to return vote by mail ballots, register to vote, receive provisional or replacement ballots, and use accessible voting equipment for private and independent voting

Eliminates the requirement for voters to use a voter identification envelope when voting their vote by mail ballot at a satellite location

Requires elections officials to provide notice of satellite locations at least two weeks before voting begins at those locations, replacing the previous 14-day news release requirement
