Requires transit operators receiving Transportation Development Act funds to establish a streamlined recertification process for paratransit users with permanent disabilities by January 1, 2027

Defines "eligible persons" as those with disabilities that cannot reasonably be expected to improve over time, as determined by a licensed medical professional, and whose ability to access fixed route transit cannot improve

Limits the streamlined recertification to collecting only basic verification information (name, address, phone, emergency contact, mobility devices, disability status updates, date of birth, and optionally a photo) via telephone, mail, teleconference, or online survey

Requires eligible persons to complete streamlined recertification only once every five years, effective June 1, 2027

Allows transit operators to use full recertification processes in specific circumstances, including when reviewing expanded eligibility, temporary eligibility, service changes affecting eligibility, or address changes that may modify eligibility
