Requires the Instructional Quality Commission to consider including resources for teachers to help meet the unique academic and English language development needs of newcomer pupils at the next adoption or follow-up adoption of instructional materials for kindergarten through grade 8 in English Language Arts and English Language Development

Revises the definition of "migrant region" for migrant education services to mean an operating agency comprised of a county office of education or combination of county offices of education, a combination of school districts within a county, a public or private nonprofit agency not controlled by a school district, or a combination of county offices and nonprofit agencies

Removes the previous definition that allowed a "county or combination of counties" alone to qualify as a migrant region, instead requiring county offices of education or school districts as the governmental entities

Declared an urgency statute taking immediate effect upon approval by Governor on October 1, 2025, to ensure efficient administration of the migrant education program and timely inclusion of newcomer pupil resources in upcoming instructional materials adoptions
