Extends the deferred entry of judgment pilot program for Butte, Nevada, and Santa Clara counties from January 1, 2026 to January 1, 2029, allowing eligible defendants aged 18-20 (or 21-24 with approval) to serve up to one year in juvenile hall instead of county jail

Removes Alameda County from the list of participating counties in the pilot program

Transfers oversight responsibility for reviewing pilot program compliance with federal juvenile justice "sight and sound" separation requirements from the Board of State and Community Corrections to the Office of Youth and Community Restoration

Requires participating counties to submit an evaluation report on the pilot program's impact and effectiveness to the Assembly and Senate Committees on Public Safety by December 31, 2027 (extended from December 31, 2024)

Eligible defendants must plead guilty to a felony, pass a risk assessment, and cannot have prior convictions for serious or violent felonies; successful completion results in dismissal of charges
