Requires the Public Utilities Commission (PUC) to adopt or modify a community renewable energy subscription program by September 1, 2026, with facilities limited to 5 megawatts of generation capacity and 5 megawatts of storage each

Caps total program capacity at 4 gigawatts or ends subscriptions after 7 years, whichever comes first, with at least 51% of capacity reserved for low-income customers

Mandates that participating facilities combine solar photovoltaic generation with energy storage systems providing at least four hours of storage at the same capacity as the solar generator

Requires bill credits to subscribers based on avoided costs including energy, ancillary services, greenhouse gas emissions, and transmission/distribution capacity values, with construction workers paid prevailing wages

Directs the State Energy Resources Conservation and Development Commission to evaluate community solar and storage projects as load-modifying resources by September 1, 2026, and requires PUC to evaluate program compliance beginning 2 years after adoption
