Requires the State Department of Health Care Services to offer a consolidated license and certification beginning January 1, 2027, allowing operators to combine multiple substance use disorder facility licenses and program certifications under a single application when located within the same geographic area

Defines "same geographic location" as facilities where clients are colocated, intermingle, reside, or receive services in one building or multiple buildings within 1,000 feet of each other, excluding areas zoned exclusively for residential use

Facilities in areas zoned exclusively for residential use must continue to obtain separate licenses and certifications and cannot participate in the consolidated system

The consolidated license must maintain the same minimum standards as separate individual licenses, include unified inspections, and provide a streamlined application review process with a phase-in period for existing operators

Fees for the consolidated license cannot exceed what applicants would pay for individual licenses and certifications, and the department may implement the program through provider bulletins or guidelines until formal regulations are adopted
