Appropriates $132,175,000 from the Air Pollution Control Fund to the State Air Resources Board for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, available for encumbrance until June 30, 2027

Grants the State Energy Resources Conservation and Development Commission chairperson a 5% annual salary increase for fiscal years 2025-26, 2026-27, and 2027-28

Extends authorization for the Energy Commission to award noncompetitive follow-on funding for Electric Program Investment Charge (EPIC) projects from July 1, 2025 to January 1, 2028

Increases certification fees for energy facilities, requiring a $750,000 nonrefundable deposit for applications and raising annual certification fees from $25,000 to $70,000

Expands the Clean Transportation Program to allow block grants and incentive programs for zero-emission vehicle infrastructure without restricting administration to public entities or nonprofits
