Establishes the Firefighting Mutual Aid and Prepositioning Program within the Office of Emergency Services to support implementation of the state's fire service and rescue emergency mutual aid program

Supports the Mutual Aid Fire Engine Program, which allows fire engines to be used for mutual aid responses, local multiple alarm fires, temporary engine replacement, and training purposes

Provides reimbursement for costs to staff, train, and acquire additional fire suppression resources including super hose tenders, deployable water suppression systems, and mobile hydrants for local agencies and CAL FIRE

Creates a reimbursement program for firefighting agencies deployed under the Master Mutual Aid Agreement to cover deployment costs including salaries, overtime, backfill, lodging, food, fuel, personal protective equipment, and specialty equipment
