Requires the Office of Emergency Services (OES) to develop state recovery frameworks for California's catastrophic plans, including response plans for Northern California floods, Bay Area earthquakes, Cascadia Subduction Zone earthquakes/tsunamis, Southern California earthquakes, and wildland-urban interface wildfires

Mandates that governing bodies of political subdivisions develop regional recovery frameworks, with technical assistance from OES, incorporating lessons learned from recent major disasters

Recovery frameworks must address six key support functions consistent with FEMA guidance: economic recovery, health and social services, infrastructure systems, housing, community planning and capacity building, and natural and cultural resources

State and regional recovery frameworks must be completed by January 15, 2027

OES must use federal preparedness grant funding to the greatest extent possible to offset state, local, and tribal government costs; declared an urgency statute to take effect immediately
