Requires the State Fire Marshal, in consultation with the Office of Emergency Services, to develop fire prevention, response, and recovery measures for utility grade lithium-ion battery storage facilities

Measures must include best practices for protecting the health and safety of emergency services personnel responding to incidents at these facilities

Measures must include best practices for facility owners and operators to share timely and accurate information with local emergency managers and public safety agencies during incidents

Adds Section 13105.3 to the Health and Safety Code
