Removes the previous 120-day deadline for requesting participation in a payment plan for unpaid parking citations, allowing indigent persons to file a request at any time

Payment plans for indigent persons must allow monthly installments of no more than $25 for amounts due of $500 or less, with balances paid within 24 months

Requires waiver of all late fees and penalty assessments for indigent persons who enroll in payment plans, with fees only reinstated if the person falls out of compliance

Limits payment plan processing fees to $5 or less for indigent persons and $25 or less for non-indigent persons
