Requires at least one Public Utilities Commission member to have expertise in nongovernmental public advocacy or public interest law, with a background in consumer advocacy, consumer protection, or advocating for vulnerable groups

Directs the Governor and Senate to consider regional diversity when selecting commissioners, using a candidate pool that includes residents from northern California, the Central Valley, and southern California

Expands the PUC president's annual legislative appearance to include presentations on rate affordability, recent ratesetting decisions, and pending ratesetting cases

Requires the commission to report annually on cases where it failed to meet statutory decision deadlines, in addition to existing reporting on deadline extensions

Mandates the commission submit a report to the Legislature within 15 days of any final ratesetting decision, including the utility affected, evidence summaries, decision rationale, and a 10-year history of rate increases for that utility
