Prohibits state and local government agencies from collecting immigration-related personally identifiable information (PII) unless explicitly required by law and justified by a legitimate government purpose

Bars sharing of PII with federal immigration enforcement agencies (ICE, CBP) without a judicial warrant or court order

Requires all data-sharing contracts or agreements between state/local agencies and federal immigration authorities to include oversight mechanisms ensuring civil rights and privacy compliance

Mandates the State Auditor to conduct audits of all government data-sharing agreements at least every 2 years to verify compliance with privacy and civil rights laws

Establishes an Attorney General oversight task force to review complaints about unauthorized data collection and sharing, with annual reports to the Legislature on data privacy trends and policy recommendations
