Allows entities to request but not require social security numbers from applicants and subscribers to the Universal Lifeline Telephone Service program, which provides affordable basic telephone service to low-income households

Defines "lawful process" for releasing residential subscriber personal information to law enforcement as requiring a court-ordered subpoena or judicial warrant

Permits sharing of aggregated, de-identified data for analysis and reporting, and allows information sharing with public agencies for eligibility verification purposes

Declares the lifeline program may provide services to individuals not lawfully present in the United States under federal law provisions
