Defines "paint recovery" as the process of collecting and transporting leftover paint for reuse, processing, or recycling to reduce environmental impact and disposal costs

Mandates (rather than permits) the development and updating of education and outreach materials for consumers, contractors, and retailers about proper paint use, handling, source reduction, and recycling

Requires stewardship plans to include investment in California's future workforce by partnering with California apprenticeship programs to train apprentices and journey-level painters on paint product stewardship

Adds promotion of "proper use and handling" of paint products to the existing education and outreach requirements alongside source reduction and recycling
