Mandated permit information includes site address, permitholder contact details, business name and parent organizations, description of permitted equipment or processes, and all emission credits used with type and quantity allowed

Must disclose any Best Available Control Technology (BACT), Best Available Retrofit Control Technology (BARCT), or other emissions control measures required by each permit

Addresses the finding that communities near industrial facilities—particularly rural, disadvantaged, and low-income populations—face disproportionate health impacts from air pollution, including an estimated 100,000+ premature deaths annually in the U.S.

No state reimbursement provided to local air districts for implementing these requirements, as districts may levy fees to cover costs
