Requires that decisions about sharing bedrooms, bathrooms, and units in transitional housing for foster youth be led by the program participant and agreed upon in collaboration with the provider, rather than unilaterally determined

Prohibits county contracts with transitional housing placement providers from containing terms that create unreasonable barriers for qualified foster youth's admission into or participation in the program

Mandates that contracts with transitional housing providers be developed to provide maximum flexibility to meet the needs of minor and nonminor dependents, recognizing that nonminor dependents have the same legal decisionmaking authority as adults unless modified by court order

Applies to transitional housing programs serving foster youth ages 16-18 and nonminor dependents ages 18-21 who are transitioning out of the foster care system

Approved by the Governor on October 1, 2025, with no state reimbursement required for local costs under the 2011 Realignment Legislation framework
