Prohibits importing, exporting, transporting, selling, or purchasing any fish, wildlife, or plant taken in violation of any state or federal law in effect on January 19, 2025, with first conviction penalties of $5,000-$40,000 fines and/or up to one year in county jail

Requires the Department of Fish and Wildlife to monitor federal actions that reduce endangered species protections and add affected species to a "provisional candidate species" list if federal protections decrease substantially

Entities operating under federal take authorizations in effect on or before January 19, 2025 are exempt from criminal or civil liability under these provisions as long as they comply with their federal biological opinions or permits

Provisional candidate species receive the same protections as candidate species under the California Endangered Species Act and remain on the list until December 31, 2031

All provisions become inoperative on December 31, 2031 and are repealed on January 1, 2032, though enforcement actions filed before the sunset date may proceed to final judgment
