Prohibits state agencies from awarding noncompetitive contracts for opioid antagonists (like naloxone) to companies that have entered multistate settlement agreements for contributing to the opioid epidemic

Applies to contracts under the California Affordable Drug Manufacturing Act of 2020, which allows expedited contracting to increase generic drug competition and lower prices

Makes any contract that violates this prohibition void and unenforceable

Applies retroactively to contracts entered into before January 1, 2026

Defines opioid antagonists as naloxone hydrochloride or other FDA-approved drugs that reverse opioid overdose effects
