Extends grape crush report deadlines: processors must submit reports by January 31 (previously January 10), preliminary summary reports due March 15 (previously February 10), and final reports due April 30 (previously March 10)

Clarifies Olive Oil Commission of California definitions to include toll processors (those who process olives into olive oil on behalf of producers) within the definitions of "handler" and "producer"
