Establishes the right for individuals to wear a health mask (surgical, N95, or KN95 respirator) on their face in any public place to protect individual or public health regarding communicable disease, air quality, or other health factors

Defines "public place" broadly to include businesses, government buildings, public transportation, health care settings, educational institutions, workplaces, streets, parks, and any location open to the general public

Permits temporary mask removal requirements for identification purposes (airport security, driver's license photos, age verification), essential job functions, emergency health care procedures, and vehicle operation safety

Requires that any mask removal exceptions be construed as narrowly as possible, limited to temporary and momentary removal rather than prolonged removal when not necessary

Preserves existing nondiscrimination protections under the Americans with Disabilities Act, Rehabilitation Act, Unruh Civil Rights Act, and other disability laws
