Authorizes licensed microbusinesses with M-licenses (holding retail, manufacturing, distribution, and outdoor cultivation licenses) to ship medicinal cannabis directly to patients via common carrier until January 1, 2029

Restricts shipped products to outdoor-grown flower, tinctures, topicals, suppositories, and full-spectrum cannabis oils made with nonvolatile extraction methods; prohibits shipping vape products, edibles, concentrates, infused products, and items containing synthetic cannabinoids

Requires packages to be signed for by someone 21 years or older, limits shipments to daily possession limits under Health and Safety Code Section 11362.77, and mandates verification of physician recommendations with 7-year record retention

Amends the Medicinal Cannabis Patients' Right of Access Act to prohibit local jurisdictions from banning shipment of medicinal cannabis into their area by licensed microbusinesses, in addition to existing delivery protections

Addresses an access crisis for approximately 4,000 seriously ill patients (including children with intractable epilepsy and adults with advanced cancers) who cannot obtain specialty medicinal cannabis products through existing retail and delivery services
