Eliminates definitions of "accreditation" and "CARF" from the Welfare and Institutions Code provisions governing habilitation services for adults with developmental disabilities

Removes the four-year timeline for new programs to obtain CARF accreditation after being vendored by a regional center

Updates regional center sanctions authority to reference only departmental service standards rather than accreditation standards
