Requires air pollution control districts with metal shredding facilities to develop facilitywide fence-line air quality monitoring requirements by January 1, 2027, in consultation with the Department of Toxic Substances Control and Office of Environmental Health Hazard Assessment

Mandates development of threshold levels for airborne contaminants including lead, zinc, cadmium, and nickel at facility fence lines, along with community notification procedures when thresholds are exceeded

Requires districts to adopt implementing regulations by July 1, 2027 and oversee compliance enforcement at metal shredding facilities

Changes reimbursement of reasonable regulatory costs from permissive ("may") to mandatory ("shall"), requiring metal shredding facility owners or operators to reimburse district costs for implementing these provisions

Removes a previous provision that would have given districts with existing metal shredding regulations implemented by January 1, 2026 discretion over whether to implement these requirements
