Requires TNCs covering 95% or more of statewide rideshare volume ("covered TNCs") to submit quarterly driver lists to the Public Employment Relations Board, including names, contact information, and ride counts for drivers completing at least 20 rides in six months

Creates a certification process for driver bargaining organizations, requiring proof that at least 30% of active TNC drivers support representation, with elections conducted via remote electronic voting if multiple organizations seek certification

Mandates good-faith negotiations between covered TNCs and certified driver organizations on earnings, benefits, deactivation appeals, paid leave, and safety mandates, with mediation and arbitration procedures if negotiations stall after 210 days

Exempts driver information submitted to the board from public disclosure under the California Public Records Act and exempts mediation/arbitration meetings from the Bagley-Keene Open Meeting Act to protect privacy and negotiation confidentiality
