Expands the definition of "building laws of the state" for purposes of disciplining licensed contractors to explicitly include prohibitions on unlicensed practice of architecture, landscape architecture, engineering, geology/geophysics, and land surveying

Adds structural pest control violations (Sections 8550 and 8556) to the definition of "building laws of the state" rather than listing them as separate grounds for discipline

Maintains existing grounds for contractor discipline including violations of home solicitation sales laws, safety/labor/workers' compensation laws, subcontracting fair practices, water well drilling regulations, underground utility protection, illegal dumping laws, and building permit requirements

Requires willful or deliberate disregard and violation of these laws to constitute cause for disciplinary action by the Contractors State License Board
