Authorizes the City of Yuba City and Sutter and Yuba Counties, working with the local transportation planning agency, to develop a local alternative transportation improvement program for the area originally planned to be served by now-canceled state transportation facilities over the Feather River

Requires proceeds from the sale of excess state properties originally acquired for the canceled Feather River crossing project to be allocated by the California Transportation Commission to fund regional priorities

Sale proceeds are to be allocated after deducting any federal government reimbursements and costs incurred in selling the excess properties

Defines "excess properties" as those acquired for the planned state Feather River crossing project that has been converted from a state facility to a local bridge project
