Creates criminal penalties for violations since the bill expands conduct punishable under the existing Cartwright Act antitrust framework

Declares legislative intent to protect competition in labor markets, address corporate consolidation concerns, and ensure workers' freedom to choose employment

Defines "restraint of trade" broadly to include any action cognizable under existing Cartwright Act provisions (Section 16720), whether performed by one or more persons
