Extends in-state tuition residency protection to dependents of Armed Forces members who reenroll in California public universities after withdrawing, even if the military member has transferred out of state or retired from active duty

Current law only protects residency classification for military dependents who remain continuously enrolled at the same institution

Amends Education Code Section 68074 to include students granted reenrollment rights under Section 66208 (which allows students in good academic standing to return after stopping out)

Applies to natural or adopted children, stepchildren, and spouses who are dependents of active duty military members stationed in California

Requires majority vote, involves fiscal committee review, and contains no appropriation or local program mandate
